Robert Ian Wingfield was born in Chester, Cheshire County, England and a son of Robert Wingfield and Gwendoline Elizabeth Crocombe. In 2005, Ian married Alison Angelina Moise. Ian and Alison are currently residents of Nunhead, London, England.
In 1980, Ian received degrees at Cambridgeshire College in Cambridge and then a postgraduate degree at the London School of Economics, and subsequently a Ph.D. in sociology at Imperial College.
In 1989, Ian was elected councilor for the London Borough of Southwark for the Labor Party, and has been re-elected seven times and is seeking his next reelection in 2018.
In May of 2010, Ian became the Deputy Council Leader of the London Borough of Southwark and Cabinet Member for Housing Management.
He is currently a Cabinet Member for the Environment and Public Realm, and since 2016, he is a Director of the London Waste and Re-cycling Board.
Ian belongs to a local charitable group, the Guidable Manor. He is a chartered member of the Chartered Institute of Personnel and Development, the Institute of Management Services, the City and Guilds College, the Royal Academy of Arts, the National Film Institute, and the Athenaeum Club (Liverpool).
In 2009, Ian became a member of “The Guild of Freeman of Shrewsbury.” Then in 2010, “The Court of the Worshipful Company of Loriners” clothed him in “The Livery” and admitted him into “The Freedom of the Company,” of which he is now a full member, namely of “The Court of Worshipful Company of Loriners.” Similarly, Ian was admitted as a full member to the Worship Company of Glaziers in 2015.
Ian was also elected Ward Beasley for the Cripplegate Ward in the City of London in which capacity he accompanies the Alderman for the ward to all formal City ceremonial events.
